Does this matter? Isn’t the usual way to draft legislation to have a 23 year old aide who’s had too little sleep write it the night before the councilor is to put it before the council to vote on? I remember Matt Levin’s take on commercial contracts, “The entire edifice of modern financial capitalism is built on 100-page documents drafted by exhausted 26-year-olds and read by nobody.” (That one was when somebody was rooting around in a 100+ page bond covenant and discovered that if Caesar’s World sold 1% of the shares in a subsidiary that was losing money, CW would no longer be guaranteeing the bond.) It’s conceivable that in practice, having an AI draft legislation will reduce the number of gotchas, mistakes, and inconsistencies.
