It seems like the editorial is deliberately obtuse. Yes, Trump’s policy has little to do with his stated reasons. But that’s par for the course. The important thing is that his supporters are intensely opposed to immigration, mostly for “social” rather than economic reasons, and this policy is delivering to them what they want. So in no way is it “posturing”.
Hmph, I should have guessed this immediately: It’s likely the executive authority he has to suspend green card issuances doesn’t allow him to do it for the reason “to reduce immigration” but does allow him to do it due to some sort of labor-market crisis. Well, now he’s got a labor-market crisis.
