How to avoid gridlock (assuming either party wishes to)

Simple. An agreement between Nancy Pelosi and Mitch McConnell on two points where each makes the same concessions to the other. Each chamber will take up and vote on any measure passed by the other chamber. Two or three days per month are set aside as minority days where the minority leader of each chamber determines what will be debated and voted on that day.
